After the Act on maintaining cleanliness and order in municipalities was amended, many problems occurred in implementing the regulations in municipalities, such as great differences in the fees for collecting waste from inhabitants in different municipalities, in many localities appropriate conditions for collecting and managing waste were not created, some municipalities failed to organise tender procedures required by law. The aim of the project was to analyse the quality of waste management in Polish municipalities, and to strengthen the awareness of project beneficiaries on regulations and principles of waste management and the social activity in this field.
Under the project, monitoring of the cost of waste management in 300 municipalities was conducted, and "extreme" examples of the most and the least effective cases were highlighted. Then, a detailed analysis was conducted in 20 municipalities. The results of the monitoring were presented in the Report.
The consultation point gave about 200 advices and prepared over a hundred official letters connected with legal interventions. A series of six two-day trainings for over 150 persons was conducted. An international conference was organised where recommendations for waste management in Poland were developed. The manual "Environment-friendly waste management - a guidebook for local government and social activists" was published. The recipients of the project were representatives of local government, institutions and companies active in the field of waste management, non-governmental organisations, recycling organisations, inhabitants of municipalities interested in the issues. The Society for Earth implemented the project in partnership with the Foundation for Development of Polish Municipalities (FRGP). The cooperation enabled us to broaden the group of recipients of the project. In addition, FRGP as an organisation with statutory task to cooperate with municipalities, gave us also their expert support during cooperation with municipalities.
